## EXECUTIVE SUMMARY

The Pen to Power Affordability Index (PTPAI) measures affordability across 51 U.S. jurisdictions using 20 government-sourced measures organized into six pillars. This document establishes the data compilation process, margin-of-error framework, and monthly update cycle so that government officials, journalists, and researchers can verify every number and track changes with confidence.

**Key Principle:** Every number comes from a named government source. Every source has a retrieval date. Every measure has a margin of error. Any state can request an audit of its own calculation.

- 2020: ACS data is experimental (Census Bureau flag). Use with caution for single-year claims.
- Mortgage rate: Weekly average to annual average may vary ±0.3%. Use Fed's official annual average.
- Insurance: NAIC data reflects averages; individual rates vary by zip code. ±4–6% acceptable range.

- Real wage growth: BLS may revise prior year data when new year released. Always use latest available.

**Data Quality Notes:**
- Food: USDA updates monthly. Use annual average (Jan–Dec).
- Childcare: Highest variance measure. Census data lags. Use most recent available + industry reports to estimate current year.
- Healthcare: CMS premium data is official. Use state-specific premiums where available.
- Transportation: AAA updates monthly. May include regional variance; use state-level CPI instead if more recent.

**Data Quality Notes:**
- Federal tax: Use official IRS tables. They don't change except at year start.
- State tax: Rates vary widely. Use most recent state revenue department publication.
- Property tax: Already calculated in Housing Pillar; don't double-count.
- Sales tax: Census/state data varies. Use state average sales tax rate applied to estimated taxable spending.
- FICA: Fixed at 7.65% (6.2% Social Security + 1.45% Medicare). Doesn't change year to year.

Total Monthly Debt Service = Mortgage + Student Loan + Auto + Credit Card

Monthly Gross Income = Median Household Income / 12

Debt Service Ratio (DSR) = Total Monthly Debt Service / Monthly Gross Income

Debt Score = 100 - (DSR × 1.5), capped 0-100

Bankruptcy Adjustment = Bankruptcy Rate per 1,000 pop (from U.S. Courts)
  If Bankruptcy Rate > 2.5%, subtract (Rate - 2.5) × 10 points

Final Debt Score = Debt Score - Bankruptcy Adjustment

- Federal Reserve data: Released quarterly; use annual average.
- Student loan: College Board updates annually; use most recent cohort data.
- Bankruptcy: U.S. Courts releases annual reports. Updates lag by 3–4 months.
- Credit card: High variance by state and year. Federal Reserve provides state estimates.

### Composite Score Margin of Error

Each pillar has its own margin of error. The composite PTPAI score combines them:

                    = ±3.8 points

Practical Interpretation:
  State scores within ±4 points are NOT significantly different
  Rank changes of 1–2 positions may reflect MoE, not real change
  Rank changes of 3+ positions are likely real

### When Data is Missing or Delayed

3. **Challenge the calculation**
   - If your number differs, cite the source and date
   - PTPAI will recalculate and publish correction
   - All corrections published with explanation

### Margin of Error Acceptance Threshold

**Single Measure Variance:** ±MoE acceptable, no recount needed
**Pillar Score Variance:** >1 point beyond combined MoE = investigate
**State Rank Change:** >2 positions year-over-year = explain in publication

## PART V: ANNUAL RECONCILIATION

Each October, before publishing annual state rankings:

1. **Audit all 20 measures** for all 51 states
2. **Cross-check each pillar** against government source
3. **Verify any rank changes** from prior year
4. **Document corrections** and republish affected state scores
5. **Publish methodology update** if formulas adjusted

### When to Challenge a Result

**Challenge if:**
- Single measure differs >2 standard deviations from official source
- Pillar score differs >5 points from recalculated value
- Methodology applied incorrectly to a state (e.g., wrong tax rate)

**Do NOT challenge if:**
- Your number and PTPAI's number are within stated MoE
- Prior-year data was used (per documented policy)
- Rounding explains the variance
